Experience for the Challenges Ahead

“This is a time that we cannot have newbies on the job.” For Commissioner Henri E. Brooks, the 2026-2030 term is about utilizing 30 years of institutional knowledge to tackle Shelby County’s most pressing challenges from Day One. Her vision for the next four years is built on three unbreakable pillars:

1. Reclaiming our Tax Dollars (PILOT Reform)
Henri is committed to finishing the fight to reform Payments in Lieu of Taxes (PILOTs). For too long, developers have received an unfair share of tax dollars without providing meaningful community benefits. Henri’s vision ensures that if a developer gets a break, the community gets a win—period.

2. Neighborhood Sovereignty & Revitalization
District 7 has seen decades of disinvestment, but Henri sees the hope in the senior citizens and youth still planning at the table. To combat this, she plans to activate the Inner-City Revitalization Act she passed in the legislature. Her goal is to discuss and implement Special Taxing Districts that give neighborhood organizations the authority to control their own investment and infrastructure, stopping the flow of money out of our core city.

3. Investing in “Our Babies”
For Henri, leadership is a responsibility to the future. She continues to champion the youth of District 7, providing free summer camps for “our babies” to ensure they have safe, enriching environments to grow.

4. Transparency & The “Red Book” Standard
In an era of digital complexity, Henri’s vision includes total accessibility. She will continue to lead with transparency, providing every constituent with the facts and the contact information they need to hold their government accountable.

“Belief without work is dead,” says Commissioner Brooks. For the next four years, she is ready to put her experience to work, ensuring that District 7 isn’t just surviving, but thriving under the leadership of someone who knows the rules, knows the process, and knows the people.
